ABSTRACT

In January 1965, provisional measures for the planned use of water were issued by the Ministry of Agriculture of the People's Republic of China to the provinces, autonomous regions, and municipalities for trial implementation. Planned water use is an advanced method of meeting the needs of planned agricultural production and of scientifically managing the utilization of water in irrigation. The formulation of water use plans for the canal system should generally include an annual water use plan and quarterly water use plans. The quarterly water use plan is the plan which concretely formulates the irrigation tasks and targets, water diversion and water allocation for each quarter. The basic-level water use plans are formulated in accordance with the water allocation norms of the quarterly water use plans of the irrigation system and the water use demands of the water using units.
