ABSTRACT
The experiences and lessons of the management of Qianli Canal in Yingshan xian are a vivid explanation of how difficult it is to operate effectively by relying only on a few professional personnel working in an isolated fashion. The Qianli Canal project, begun in 1958, is the product of a big mass movement by the people of Yingshan xian under the glorious brilliance of the General Line of the Party for building socialism. In order better to combine mass management and management by the professional personnel, the entire irrigation district also set up some joint irrigation-management groups. The improvement in management also aroused the enthusiasm of the masses to maintain the project. The professional personnel of the management station and the water-management personnel of the masses fought together, and at Qianli Canal, there appeared a lively scene of 10,000 people engaged in water management, resisting the drought and protecting a bumper harvest.
