ABSTRACT

By the time of the birth of Ch!in Shih-huang, the state of ChTin already possessed the various conditions that would en­ able it to complete the work of unification.

First, the power of the nobility in the state of ChTin was rela­ tively weak, while the centralized state power of the rising landlord class was relatively strong. Thus in politics the state of Ch'in was more developed than the six states to the east, and its policy of feudal social reform was in accordance with the demands of historical development.
