ABSTRACT

In the non-commercial field, there have been huge strides forward since 1944. The level of smooth, safe and secure inter-operability that has been achieved between airlines, and airlines and national air navigation authorities, and airlines and airports and governmental authorities throughout the world is largely due to the International Civil Aviation Organization (ICAO). However, International Air Transport Association (IATA) has also played a significant role, often in collaboration with ICAO. The main dynamics for change, over the last 70 years, have arisen from US policies and latterly specifically from its Open-skies policy and the market forces that those policies have helped to unleash. The greatest successes have been in technical, safety, navigational, security and weather forecasting for airline operations. The balance between regulation and liberalization will continue to shift and change in response to technological changes, market opportunities, environmental and security issues and, while politics abides in the industry, in response to the government policies.
