ABSTRACT

The engagement in this chapter is with assessing the effectiveness of the implementation of the various programmes and projects that have been evaluated under the stated regional planning and development policies. The focus is on the effectiveness of functions, rates and quality of implementation processes; the roles of the actors involved in programme implementation as well as the effectiveness of managing regional change. In the absence of a political devolution form of decentralization at the regional level as well as of an elected form of regional governance, the opportunity for creating a really democratic enterprise is sacrificed. Decentralization has only been administrative without any devolution of decision-making and political powers. A most important and notable case is the ineffective decentralization of the system for allocating financial resources and for remunerating developers. Ineffective decentralization hampers project-planning since local level problem identification structures do not exist in many cases.
