ABSTRACT

This chapter describes the development of the protest over the Aged Temporary Housing Areas (ATHAs). It provides an account of the background context essential to understanding the emergence of this issue. The chapter presents a brief account of the development of such protests. As this study is primarily concerned with protest at local level, the author has selected two ATHAs as the focal point, namely Kowloon Bay II & III THAs and Ping Shek THA. In order to provide more detailed information about such protests, the chapter examines the trajectory of the local protests in these two ATHAs. The chapter then describes the key actors involved in the mobilization process, including the concern group members of the two ATHAs, paid community social workers, and volunteer organizers. It considers the background of these actors, with particular reference to the organization they represent. The chapter also examines the demographic characteristics of the two ATHAs.
