ABSTRACT

Super-optimizing refers to a new and useful form of public policy evaluation. It seeks to find solutions to policy problems whereby conservatives, liberals and other major viewpoints can all come out ahead of their best initial expectations simultaneously. 1 The problem of industrial policy can serve as an illustration, including the more specific problem of hand-crafted work versus assembly lines in India. One of the main arguments in favor of emphasizing hand-crafted work rather than assembly lines is that it is better for the environment, as well as better for the quality of the workplace. The super-optimum solution is thus one that will provide a manufacturing system that is even better for the environment and having a quality workplace than hand-crafted work is, while simultaneously more efficient than factory assembly lines.
