he material which follows deals with international peace. The previous chapters dealt with international democracy and international prosperity. In order to discuss peace, prosperity, and democracy in a win-win or superoptimizing context, one needs to look to historical examples partly because the present time is fortunately short on international wars. There has been no war between national armies since the Persian Gulf War of 1992. NATO bombed Serbia in 1999 but there was no fighting between Serbian soldiers and NATO soldiers and thus there were no NATO deaths or casualties. That was an unusual war even though it is called a war. In order to provide a meaningful case study of a global or even an international dispute between sovereign nations, we need to go back to the Cold War interaction between the United States and the Soviet Union.
