The remainder of this chapter examines the formation and implementa tion of regional development strategies in Thiiringen, one of the ‘new’ German states. In order to facilitate comparison with other case studies, policy-making structures and processes are described, insofar as possible, using network concepts and terminology. The first section, which looks at the establishment and organization of the policy domain is described in terms of ‘network formation’. The next section dealing with ‘network membership’ outlines the key policy actors in terms of who they are and what they do. The third section looks at the ‘network resources’ in terms of the financing of policy measures and other relevant resources available for network members. The fourth section looks at ‘network dynamics’ by examining the relations between key policy actors and agencies. The fifth section provides an overview of the policy process and gives a preliminary view of the inpact that the network’s structure and form has upon the policy process. The connections between different network forms, policy processes and the level of integration between policy actors is considered in detail in chapter seven, which gives a comparative overview of the case study material.
