ABSTRACT

This chapter examines the concerns in relation to the Pakistani population through consideration of relevant national and local policies that shape the framework within which youth services are provided. In a report entitled Youth Work in Scotland, the Scottish Office Education Department attempted to identify and analyse what constituted good practice in youth work. Young people were classified as a target group in Strathclyde Regional Council's Social Strategy for the Nineties document. In 1989 an Urban Programme funding application for the establishment of a youth project in Govanhill was submitted to the Scottish Office. While there was broad agreement that young people could participate in youth service activities, they were under-represented as service users in Govanhill. The Scottish Office had identified 'guidance and counselling' as an important aspect of youth work and Govanhill Youth Survey had shown that 36% of the Asian boys and 62% of the Asian girls interviewed had expressed interest in an advice service.
