ABSTRACT

This chapter begins with culturological analysis (CA) as an alternative method. It introduces criteria on the basis of cultural phenomena, through the combination of qualitative and quantitative measurements and evaluations for planning purposes. The CA has to provide spatial, social and cultural proper functioning of the community, including local centres and outdoor spaces. For each of the Housing Action Areas, principles of re-design and a strategy for re-urbanisation, incorporating a socio-economic strategy, are proposed. The different kinds of CA, how they can be integrated into the planning process of a local plan and respectively incorporated into Housing Action Area procedure for rehabilitation, based on Local Plan Procedures and the Charing Cross Housing Association Plan. Public participation in decision making and access to environmental information concerning sustainable development in regional, town and country planning is becoming a Europe wide "civil right" signed by Ministers for Environment in Aarhus 1998.
