ABSTRACT
THE UNITED STATES HAS EVOLVED a complex system of intermingled federal and state responsibility for environmental regulation. A common argument for strengthening federal authority within this regulatory system is that business would migrate to states with weak environmental controls. This result, it is argued, puts unfair pressure on states to weaken their environmental regulations.
