ABSTRACT

The case study contained in this final chapter is concerned with the development of a large pulp mill on an estuarine site. It will be assumed that the location for the development is England. The proponent company has earmarked the site with particular reference to accessibility to water resources as well as facilities which will permit reliance on sea transport for a significant proportion of movements in and out of the proposed installation. The development proposal is unusual in the United Kingdom since the intention is to construct and operate a pulp mill without any associated paper-making capacity. A majority of the pulp will be transported by sea to paper-making facilities operated by other companies in the group as well as to other customers in the high quality paper-making industry.
