ABSTRACT

Before proceeding to consider the EIA norms relating to transboundary watercourses,

it will be necessary to define what is meant by the term. Transboundary watercourses

are well defined in the 1992 Transboundary Watercourses Convention:

’Transboundary waters” means any surface or ground waters which mark, cross or are located on boundaries between two or more States; where ever transboundary waters flow directly into the sea, these transboundary waters end at a straight line across their respective mouths between points on the low-water line of their banks.916
