ABSTRACT

Any study of norms in international law must start from a given background since

international law consists of several fields which are often viewed as independent of one another. The norms that regulate the situation to be studied here, the planning

stage of environmentally harmful stationary activities, can be categorized, in the

main, as part o f international environmental law; however, there are other relevant

norms which are traditionally considered part of international human rights law3 and

international minority rights law.4
