ABSTRACT

This chapter discusses a continuous barrage of public criticism directed at the Treuhand. It presents an analysis of the level of stakeholder satisfaction by discussing the vexing question of whether it was possible for the Treuhandanstalt to accommodate stakeholders’ demands. The chapter describes whether commonly held criticisms were justified, and whether the Treuhand satisfied, the expectations of its secondary stakeholders. Managing and satisfying multiple interests of its stakeholders while at the same time implementing its statutory mandate required an innovative balancing act on the part of the Treuhand. The critics of the Treuhandanstalt, whether independent observers, trade union members or political parties, shared many of the same concerns. The Treuhand was also judged negligent in building the necessary institutions for a successful market economy, basically lacking a long-term vision. The clash of ideologies between IG Metall and the Treuhandanstalt was cause for the most serious criticism.
