At about 11:20 p.m. on 29 May 1993-as John Diefenbaker’s statue scowled in the West, and as Mackenzie King’s looked on impassively from the East-an odd-looking little man waddled up the steps leading to the main entrance of Parliament Hill’s Centre Block, in Canada’s capital.
