ABSTRACT

There is a complex interrelationship between technological change on the one hand and social and economic change on the other hand. ICT enables and facilitates certain social and economic changes without determining them. The selected countries, particularly Lithuania and Ukraine, score much lower than most EU cohesion countries with respect to access to services. The statistical analysis of variables indicates that close correlations appear between, on the one hand, the dynamics of production, investments, the level of R&D outlays, the level of wages, and, on the other hand, the development of information networks. Models of labour organisation and of industrial relations adopted by the examined enterprises constitute an additional factor impeding strategic, long-term orientation in the domain of ICT implementation. The enterprise should be organised in such a way as to enhance horizontal and vertical communication flows with the aim of creating synergies between employees and departments. Here, ICT applications may prove their benefits.
