ABSTRACT

This chapter shows how the French city of Marseilles uses new technologies to improve service delivery to its population. It contains a brief introduction into the city of Marseilles. The chapter describes information and communications technologies (ICT) projects that are carried out in the Marseilles metropolitan area from both a technological and organisational point of view. It draws conclusions, derives lessons for other cities and provides some policy recommendations for Marseilles. The city has drawn up an ICT strategy, containing four dimensions: stimulation of economic development and territorial upgrading; improvement of public service delivery; the increase of Internet adoption; and the increasing use of ICTs within the municipality. Encourage economic development The key objective is to facilitate and speed up the liberalisation of the local telecommunications market. Marseilles's municipal website is an example of the city's 'progressiveness' in the information age.
