ABSTRACT

In the light of the developing situation in Cambodia, the Association of Southeast Asian Nations (ASEAN) states could not help betraying certain subtle differences in their individual perception of security threat from Vietnam. Pursuing a "hardline policy" towards Vietnam, Thailand and Singapore viewed Hanoi as an "immediate threat" to the region. Indonesia showed its political acumen when it regarded ASEAN as the corner-stone of its foreign policy. As the largest and potential nation among ASEAN countries, it contributed its level best to the success of the ASEAN. In the post-Cambodian settlement period, Indonesia deliberately marched beyond the grabby confines of the diplomacy moulded by its national interests. The reinforced confidence, which was the result of its accomplished role in the Cambodian problem, encouraged Indonesia to offer its good offices as an "honest broker" to seek a peaceful solution to the South China Sea Conflict.
