ABSTRACT

On 6 February 1997, the Finnish government took a policy decision which laid the foundation for the introduction of National Programme for Ageing Workers on 1 May 1997. The National Programme for Ageing Workers 1998-2002 is based on the IKOMI committee's report on improving employment conditions for ageing workers. It aims to reinforce the position of the over-45s in the labour market - to support such persons in their efforts to remain employed, to seek jobs and to become employed. The objective is to ensure that as many people as possible avoid unnecessary early retirement. The programme is an indication of the growing concern over the unfavourable position of ageing workers and the trend towards early exit from the labour market.
