ABSTRACT

This chapter traces the developments from the adoption of the United Nations Framework Convention on Climate Change in 1992 to the Paris Agreement in 2015. It discusses the pros and cons of including a human rights provision in the Paris Agreement, the reference to climate justice, procedural rights and the rights of nature, and the inclusion of a loss and damage mechanism. The Intergovernmental Panel on Climate Change (IPCC) was established by the United Nations Environment Program, the World Meteorological Organization, and the World Health Organization in 1988 to synthesize research on climate change. IPCC is an eminent body of over 100 scientists from all over the world. The Office of the High Commissioner for Human Rights report identifies several groups of people that are more vulnerable to climate change. The report discusses women, children, and indigenous groups as vulnerable groups, as well as people affected by displacement associated with climate change.
