In order to rise to the ethnic challenge, classic minorities-policy must be reformed and made a province of international law, of regional inter-state regimes, and of the United Nations. This chapter focuses on the themes of the prevention of violence, the management and transformation of conflicts. It deals with the challenge intra-state conflict and ethno-nationalism pose to the nation-state. The chapter deals with the responses of international system on the surge of intra-state conflicts in general and of the challenge of ethno-nationalism in particular. The contribution that inter- and supra-state regimes can make to the resolution of ethno-national conflicts is still only a modest one but could become significant within the framework of state groupings. At the heart of global governance are a world peace order based on comprehensive prevention of violence, poverty eradication, opening up of chances for economic development and a thorough reform of the United Nations as the main instrument of global governance.
