A programme manager cannot be a master of all that is required and so a team needs to be developed which has the necessary breadth of skills and experience. The organization structure comprises the roles supporting the work breakdown structure and the central functions. A brief scan of the accountabilities emphasizes the wide range of skills needed to direct and manage a programme and that many of them need to be filled by specialists. The programme sponsor is accountable to the business portfolio sponsor for ensuring a programme meets its objectives, delivers the required outcomes and realizes the required benefits. The programme manager is accountable to the programme sponsor for establishing the governance framework and for the day-to-day management of a programme, to deliver the desired outcomes and realize the required benefits. Programmes often require a lot of people to be recruited, either by promotion from within the programme, secondment from the sponsoring organization or through direct recruitment.
