Programme structures are very varied and need to be designed to suit the programme being undertaken. For large programmes, the structure can be similar in scale to that for a medium sized company. A dedicated resources approach should be used, when the programme is either the whole of, or a very significant part of, the sponsoring organization, or even a separate legal entity. The external portfolio or investment review group in the shared model would become internal to the programme. The programme’s horizontal structure comprised the programme components covering the planning, management, development, deployment, operation and retirement of the services. A high-level view of the programme’s horizontal components: platform development and operation, service development and operation and deployment at multiple locations.
