ABSTRACT

Hasan-Askari Rizvi resolves the enigma of recurrent militarism by looking at it through the lens of a four-factor model: political mismanagement; internal dynamics of the military; interaction between the civil and military sectors; and international influences. Military rule has created a style of governance that is poorly suited to debate, coalition building or bargaining, since these factors are alien to military culture. The unfortunate task of presiding over the destruction of his country was left to Yahya. At Pakistan’s birth in 1947, Major Yahya had commented that the day of independence ‘should be a day of mourning. Benazir’s memoirs, written before she came to power, anticipated her rise to power, and were entitled Daughter of Destiny in their US edition and Daughter of the East in the British edition. Benazir should have given priority to democratizing governance in Pakistan, and made a massive push for economic and social development.
