ABSTRACT

The Developmental Policy Studies Consortium was approached in the spring of 1992 to offer conceptual insights relevant to the Earth Summit Conference to be held in Brazil in June 1992. In response to the call for three levels of conceptual insights, the authors indicated that they would be pleased to contribute their insights regarding the relevance of super-optimizing policy analysis to the problems of economic development versus a clean environment in developing nations. As for three levels of relevant insights, the first level would be to communicate what super-optimizing policy analysis is. The second level of insight is to communicate a recognition that such super-optimum solutions are realistically possible and not just conceptually possible. The third level of insight is to communicate that such solutions may be well worth pursuing to resolve the dilemma of economic development versus a clean environment in developing nations.
