March 9. Reception for the Niger Delta Development Board. The NDDB is a new organization, seeking to develop the Niger Delta on both sides of the border. We got invited because as planners we are supposed to give them money. They don’t really know yet what they want, and I spent my hour talking with what later turned out to be a Minister and another board member about what planning is, and that we have to coordinate their plans, not tell them what they ought to do. On the whole it was a stiff and rather useless affair, except that it is important for Lyle and me to be seen and to meet people.
