ABSTRACT
This project presents a case study that focuses on the Ukrainian decision to create and further augment a system of nonproliferation export controls upon independence from the Soviet Union. The study sets forth competing explanations from which behavioral expectations are delineated and then compared against the empirical record. The goal is to determine which of the rival approaches helps us better understand the Ukrainian effort.
