An enigma of industrial districts is that only a small number of cases exist in spite of their popularity as a model of economic development (Piore and Sabel 1984; Best 1990). In mature industries, there are not many cases that have sustained their technological dynamism over the long term and made a successful transition from traditional products to more technologyintensive products.
