ABSTRACT

A worldwide race to reap maximum benefit from Information and Communications Technology (ICT) use is on, with developed countries setting the pace. According to a UNESCO (1996) position paper, the question that should be afforded high priority for developing countries is not whether they should participate in this race, but rather how these ICTs can effectively be applied to development. South Africa responded to this call by passing the Telecommunications Act in 1996, which established the Universal Service Agency (USA) whose purpose is to facilitate access to these technologies by all its citizens.
