ABSTRACT

Talking about Information and Communication Technologies (ICT) and their impact on developing countries, about the information society, electronicgovernance and the development leapfrogging of these countries, is becoming commonplace, for researchers, managers, journalists, and politicians. ICT are changing the world, enriching and integrating the communication means worldwide, breaking all geographical and social borders. We are at the beginning of a new technological revolution whose consequences are difficult to evaluate. It is the creation of the conditions for more economic and political freedom, which may lead to new movements and institutions for democracy. The ICT impacts get shaped as a result of the fusion of globalization, worldwide connectivity and knowledge networking. A revolution, where technology is the catalyst and makes new power structures raise over old ones.
