ABSTRACT
First I will look at the administrator’s relationship to law. Law is important for the administrator in many ways. One is that, like all other citizens, the administrator must heed the law. Law in this context has to do with obedience for the administrator. The other important aspect of law is that it forms the reference point for the administrator’s goal-oriented rational action. Law in this case can be called the action referent of the administrator.
