O f course, society cannot expect perfection from m ortals. C on­ structing reasons is not easy. M oreover, a ju d g e often encoun ters special difficulties. H e m ight have to hurry , and counsel m ight provide little help. But a ju d g e m ight also lack the capacity to identify and deploy good authority reasons. Likewise, he m ight not be well equipped to give good substantive reasons.4
