ABSTRACT

The reform of Russia and its transition to a modern society in turn requires the reform of the entire system of social relations, including the modernization of productive forces and the relations of production. The transition from a modern industrial society to a risk society produces certain types of modernization and development and engenders new types of risk. During the transition from the ineffective Soviet socialist system to a Western market economy, a new process of modernization began in Russia. Changes in the socio-economic and political system and in ideological and moral norms were accompanied by the collapse of economic, political and social structures. The analysis of the consequences of Russian modernization shows that Russia has all the typical characteristics of a risk society. The factors are divided onto three categories: socio-economic, socio-legal, and socio-political. All of these risk factors and the ever-changing environment of risk have adversely affected the social management sphere.
