ABSTRACT

China is under enormous pressure to raise rural incomes, not only in absolute terms but also to curb the growing urban - rural economic discrepancies. This is becoming an increasingly immediate and pressing concern. This chapter draws together the analysis presented in the book along these lines to highlight the linkages between industry and rural development. It begins by discussing the approach that China has taken and should take toward industry selection and development. The presents a three-level hierarchy with immediate and tangible strategies that are relatively easy to adopt. However, these measures are unsustainable without the underlying organisational structures. But these underlying structures are also ineffectual in isolation. The chapter revisits some of the ideological issues that are at the highest level of analysis in the book. It restates problems faced by the cattle and beef industry and highlights how the solutions suggested in this book might be relevant to other industries facing similar difficulties.
