ABSTRACT

This chapter begins with a short historical perspective on the relationship between the military and, principally, industry in the context of the Cold War and a bipolar world between the countries of North Atlantic Treaty Organisation and the Warsaw Pact. The central military task of the British associated with the Cold War was that of deterrence. The chapter introduces the idea of defence as a function generated by multiple organisational partners drawn from the public and private sectors. It describes the United Kingdom government's concept of the 'Whole Force' which, supposedly, acts as a conduit for the realisation of the British modern ambition for defence partnering. QinetiQ offers within specific performance parameters real-time and simulated test and evaluation services to the Ministry of Defence for its platforms, systems, weapons, and components. The governing partnering principles within the contract are said to be: teamwork, safety, investment, performance, and risk management.
