ABSTRACT

In the United States, Middle Eastern criminal enterprises are most prevalent in Illinois, Ohio, New Jersey, and New York. The role of a police FI (financial investigator) likely varies by agency and respective mission. Before delving into the role of fusion centers in the intelligence process, one must understand that the fundamentals of a fusion center have been practiced and have been in place at many law enforcement agencies for years. ILP (Intelligence-Led Policing) is executive implementation of the intelligence cycle to support proactive decision-making for resource allocation and crime prevention. CSM (confidential source manager) is responsible for all sources and overall source dossier management, as well as ensuring that confidential sources are being utilized properly and contact is being maintained by managing detectives. Source development and handling procedures should be developed and used to augment already existing confidential informant procedures being used by law enforcement agencies.
