ABSTRACT

Papua New Guinea is the largest developing country in the South Pacific region, with a land area of 463,000 square kilometres and a population of approximately 4.3 million. It is very diverse geographically, biologically, linguistically and culturally, and has an abundance of natural resources, which include extensive forestry and fishery assets, a large potential for formal agricultural production, and substantial reserves of gas, oil, gold and copper. In 1996, Commission for Higher Education established the Academic Accreditation Committee. The White Paper on Education, Research, Science and Technology submitted to the National Executive Council proposed a reform programme to achieve demonstrable increases and improvements in productivity, responsiveness and responsibility, and partnership in higher education, science and technology. The picture on leadership in quality assurance is also not clear in the universities. According to Mannan, in University of Papua New Guinea there appears to be little understanding of, and commitment to, quality assurance among the senior and middle-level administrators.
