ABSTRACT

This chapter deals with a consideration of the new modes of governance, the wider notion of the risk society and the threats contained within it, which seem to be a significant outcome of the postmodern condition, debates that question and the whole notion of a significant break with a penal welfare past. It also deals with a consideration of the internationalization of crime and risk in terms of globalization, organized crime and the morally ambiguous notion of terrorism some of which is state sponsored. The concept of governance in contemporary political theory signifies ‘a change in the meaning of government, referring to a new process of governing; or a changed condition of ordered rule; or the new method by which society is governed’. Global crime groups have the power to criminalize politics, business and the police, developing efficient networks, extending their reach deep and wide.
