ABSTRACT
China's leadership recognizes the need for better ethics. Xi Jinping also is encouraging a resurgence of Confucianism and a renewed emphasis on the Marxian classics specifically to improve ethics. Xi Jinping's comments, which were read to China's State Council on July 4, 2016, called for "'stronger, better, bigger' state juggernauts" with the Communist Party more involved in their management. When 300 of China's top Communist Party officials met the week of October 24, 2016, Xi made the theme of the meeting the need for greater party discipline. The fact that the Hu Jintao and Wen Jiabao administration of China made its central goal "harmony" shows that China's Communist Party recognizes China's need for greater ethics. Politically, Xi Jinping cannot afford to be viewed as losing in the South China Sea since his domestic and international dreams have turned into nightmares.
