ABSTRACT

This chapter focuses on the ways in which organizations can foster an ethical environment from the top down and options for individual employees to make their concerns known and promote ethical decision making from the bottom up. Strategic planning is one effective way of gauging stakeholder input by including both internal and external feedback. Iron triangles represent a three-pronged alliance between legislators/decision-makers, bureaucrats, and interest groups, under the guise of crafting or maintaining policies that benefit their mutual interests. A potential downside to issue networks is the ramification for the "little people"–those without expert representation, because everyone should have a voice in a democracy according to democratic theory. Specific to the healthcare industry, Akenroye emphasizes the need for sustainability in addition to factors such as social concerns and supply chain requirements. Public post-secondary education in Texas is regulated by a governor-appointed Board of Regents at each institution.
