As the situation stands, the Race Relations Act does apply to recruitment and engagement of offshore workers, to their terms and conditions of employment and to the provision of training and promotion. The mechanics and engineers are all recruited as specialists with the usual training, though they will all undergo further specialised offshore training under the company. In sharp contrast to those industries where training is a formal requirement, training in a more loosely structured industry like the offshore oil industry can in certain cases have an enormous impact on personnel behaviour and motivation. After pilot courses had been run for deep diving under the auspices of the Ministry of Defence Marine Service Diving School, the Government gave permission at the end of 1974 for the establishment of the Deep Diving Training Centre, recommended by the Manpower Services Commission Report.
