ABSTRACT

This book was based on two central premises. First, policy analysis involves the harnessing and management of a multitude of information for very complex issues. The analyst is well served by a framework that helps him or her organize and interrogate that information and then make coherent and evidence-based recommendations. Policy analysis should be logical and transparent, and should marshal data, broadly defined, to bolster a well-formed argument. We present a framework that provides such structure, but also leaves space for flexibility in the face of political, institutional, and resource realities, and the values and priorities of the analyst and client. The framework is not wed to one particular ideological or disciplinary lens, and can therefore be applied pragmatically and across many contexts.
