ABSTRACT

In Britain, the Air Navigation Regulation covered the period between the start of British and civil aviation and the passing of the Air Navigation Act, 1920, which brought into force the provisions of the International Air Convention. Australia was considering the whole question of the administration of civil aviation; the New Zealand Aviation Act of 1919 gave the Governor-General power to make regulations by Order in Council; South Africa was still seeking the most suitable means for controlling and developing civil aviation. No United States department to deal with civil aviation had, however, yet been formed, although some states and cities had drafted independent measures for the control of air transport. The Air Ministry was unofficially approached and the merchant adventurer was told that while personally in sympathy with any extension of air transport, members of the Civil Aviation Directorate would not promise any official help.
