ABSTRACT

This chapter focuses on Ohio’s state-local political and legal contours and dimensions, with a two-part organizational framework. It first examines the intergovernmental parameters of production in Ohio, with an overview of pertinent state constitutional language, statutes, applicable rulemakings from the Ohio Department of Natural Resources and the Ohio Environmental Protection Agency and germane state court decisions. The chapter then shifts and summarizes the benefits of production, such as employment, state economic growth, and local revenues within Ohio. Finally, it concludes with a summary of real and perceived costs related to environmental contamination, induced seismicity, and other risks.
