ABSTRACT

This chapter begins with a summary of comparative findings as to what factors were associated with local defiance in Colorado, Ohio, and Texas. Then, a number of policy recommendations are made. Recommendations vary in terms of their political palatability (for actors on both sides of the fracking debate) and scope, and whether the changes would require legislative approval. They also differ in terms of what they require from local governments and citizens. Because there are no one-size-fits-all explanations to local defiance, policymakers must strategically respond to the factors that appear to be sparking local defiance in their jurisdictions.
