ABSTRACT
This chapter discusses the background and development of the International Safeguards. This includes the creation of the Founders Group of organisations who initiated and coordinated the project. The initial draft version of the Standards is described. The key changes which were made in developing the final version of the International Safeguards are explained. These changes include the change of the name from Standards to the International Safeguards. The ways in which the content of the Safeguards was simplified based on feedback are also outlined, along with the rationale for changing some aspects to be embedded throughout all of the Safeguards as opposed to being a separated topic is explained. This discussion gives a clear overview of this iterative process and illustrates how the researchers worked with the participants through a partnership approach to co-produce the Safeguards.
