ABSTRACT
The EPA Report, Educational Priorities, recommended the correlation of the advantages of the three diverse forms of pre-school treatment, namely the sound child development activity of the nursery class or school, the full-day welfare and health coverage of the day nursery, and the positive parental involvement of the best playgroups. A community school is a neighbourhood comprehensive school. It offers its services to its host community, in part because that community is already busily beavering away educating the children willynilly. The educational point is that, once a community foundation has been agreed, sexual, internal academic and religious 'selectivity' is as disagreeable as the external academic 'selectivity' of the eleven-plus. The community college, like the community school before it, would be subject to community control and to authority assessment, together with that same carefully weighed practice of positive discrimination for the provision of funds and resources.
