ABSTRACT
The right to religious freedom is highly contested. Some authors have even argued that it is “impossible” to define and identify a right to religious freedom. This skeptical reading also has a significant policy outcome. While admitting that, since the approval of the International Religious Freedom Act, the promotion and protection of religious freedom has had several shortcomings, a moderate defense of the right is proposed.
